Accounting for about 5 percent of global CO2 emissions, the cement industry is one of the biggest carbon dioxide emitters in the industrial sector, and steel is not far behind, at about 4 percent of global emissions. China alone produces about 47 percent of the world’s cement and accounts for more than one-third of world steel output. Because of their carbon emissions, these industries are among those targeted for sector-specific cap-and-trade regimes.
